Starting July 1, 2025, Ohio is implementing new rules for its Limited-Term Driver’s Licenses, which is set to impact non-U.S. citizens who live, work, or study in the state. These licenses, which are tied to a person’s legal presence in the U.S., will now be eligible for in-person renewal (a major shift from past policy), but they still can’t be renewed online or transferred out of state. What is a Limited Term License?
A limited term license is the form of driver license issued to temporary residents in the United States, which is valid for the duration of their stay. A temporary resident is a person who is not a U.S. citizen or permanent resident under U.S. immigration laws, but who does have legal presence in the country.
What are the New Requirements?
- Training: Temporary residents must complete a 24-hour driver education course, either within the classroom or online, in addition to eight hours of behind-the-wheel training in order to receive a Class D certificate of completion. This certificate must be presented at the BMV during the driving test.
- Driving: Must complete 50 hours of supervised driving practice with a licensed adult, including 10 hours of driving at night.
- Testing: Must pass a standard BMV test that includes both skills and knowledge.
