Michigan Learner’s Permit Requirements
Obtaining a Level 1 learner’s license is the first step of the 3-part Graduated Driver Licensing (GDL) program in Michigan. This learner’s permit allows teens to practice driving under the supervision of a licensed adult who is at least 21 years old.
To qualify for a Level 1 learner’s license, applicants must meet the following criteria:

Do Adults (18+) Need a Permit to Get a License?
Even if you’re 18 or older, a learner’s permit is required before applying for a Michigan driver’s license. This permit, formally known as a Temporary Instruction Permit (TIP), allows you to practice driving under the supervision of a licensed adult for up to 180 days. While not mandatory for individuals 18 or older, Driver Education is highly recommended to enhance driving skills and knowledge before proceeding to the driving skills test.
Steps to Getting Your Michigan Learner’s Permit
Step 1 – Enroll in Segment 1 Driver Education
Segment 1 Driver Training is a foundational Driver Education course designed to introduce new drivers to essential road safety principles. Through a combination of classroom instruction and behind-the-wheel training with certified instructors, students learn to recognize potential hazards, understand and follow traffic rules, and develop safe driving practices.
To earn the Certificate of Completion required for a permit, students must complete the required hours of classroom and behind the wheel instruction and pass the final written exam with a score of at least 70%.Â

Step 2 – Apply for Your Permit at the Secretary of State (SOS)Â Â
After obtaining the Certificate of Completion from Segment 1 Driver Education, students are ready to schedule an appointment at the nearest Secretary of State office. Be sure to have all necessary documentation prepared beforehand. Driver’s under the age of 18 must have a parent/legal guardian present. Â
During your appointment, driver’s will submit their application, pay the required fee, complete a vision exam and take the photo for their card. Upon successful completion of these steps, driver’s will be issued a Level 1 learner’s permit.Â
